According to Peter King, the Titans were the only serious suitors for Jones which leads a little bit of credence to it being a process of appeasing Wilson to some degree.
Maybe they were hoping they could get him for a 5th or something like that if nobody else wanted to take on the risk of injury plus Jones's contract.

It hasn't been established that we were interested in JJ, but on the other hand, these rumors seldom pop up out of thin air. Appeasing Russell is a very viable, perhaps likely, motivation for a feigned interest.
