That's my take, too. I thought our cap number before the start of free agency was around $54M. We've since signed Olsen and Reed, which would take it down to the neighborhood of $40M, so C-Bob's number looks more like what I thought we had.
The two big names on our roster that remain unsigned are Clowney and Ifedi. I'm hearing that there's not a lot of interest for either one so maybe we'll be able to fit both them in and still leave us some wiggle room.

We don’t have much dead cap this year and typically JS doesn’t backload for that reason, but we have had big dead money hits in the past, like last year we had 26 mil in dead cap. Imagine what we could have done with that 26 million!!
