Why would the Hawks announce that he's out today, instead of the usual we're still waiting on him to be cleared bs we've been fed? Did they have to announce today who's on their roster for Sunday? Sort of negates the whole we have an extra day idea (Sat vs Sun game) PC floated. Say he clears protocol tomorrow, can he play? Or is there some rule stating once he's declared out, he's ineligible?
Something about the Harvin injuries and how they've been reported doesn't sit right.

Unless I am mistaken, concussion injuries are out of the team's control. They are examined by a doctor or doctors that are not associated with the team.
