The first Super Bowl was held in 1967. Professional football started over 70 years earlier. Super Bowls are not the sole measurement of coaching greatness.

Belichick's accomplishments were very remarkable, and I'm not discounting anything that he's done. But there are other yardsticks by which to measure greatness. IMO one of the greatest football coaches of all time was Paul Brown, and he didn't win a single Super Bowl. I don't necessarily think that he was a better football coach than Belichick, only that it wouldn't be fair to measure the two individuals by Super Bowls because they didn't exist when Brown was coaching.

That's why I would be willing to give Bill B only the Super Bowl Era. Then again he had the greatest QB to ever play the game for all of those Super Bowls and he did cheat. So I might be convinced otherwise looking over the body of evidence.

Then again I wonder if other coach's cheated back in the day. I'll never know I guess.
