Reed Suspended 6 Games...

Seahawks defensive tackle Jarran Reed has been suspended for six games for a violation of the league’s personal conduct policy, according to NFL Network’s Ian Rapoport.

The suspension stems from a May 2017 incident, during which a woman reportedly claimed Reed assaulted her at a home in Bellevue.

“He had his appeal come back on Friday and it was denied,” Rapoport told NFL Network Monday morning. “He was not arrested, he was not charged, he was found culpable by the NFL.

Not the best news to start the season. Your best D-line guy suspended six games. Going to be a rough start to the season on defense. Need some folks to step up.

A couple of observations:

I haven't seen any of the evidence, but 6 games seems extraordinary considering the fact that Reed was not arrested or charged.

The incident happened over two years ago. That amount of time seems outrageous to me, that the process is that slow.

Anyone want to take a shot at explaining those observations to me?

Yeah it seems that if you're part of a Lamar Hunt team, that even with evidence of a crime (broken arm of a child) and direct threats via phone, that doesn't constitute any 'crime' under the NFL policy.

Can we blame Goodell? This decision came back from appeal. Who heard the appeal? It can't be Goodell.

Secondly, can anyone explain why this took so long?

I imagine he'll (or the NFLPA) appeal it to the NFL and hopefully get 2 games knocked off it. Yeah, this sucks big time.

If a player protests a ruling, he schedules a hearing with the NFL, and his case is assigned to one of the league’s current appeals officers, Derrick Brooks or James Thrash, who are jointly appointed and paid by the NFL/NFLPA. Cases are assigned randomly, so neither side in the appeals process knows who will hear a case. The officer assigned to the case reviews the play and hears the league’s case and the player’s defense. The officer’s decision is final, and the ruling is binding.

NFL is so messed up with their suspensions. This is beyond irrational when compared to Tyreek. Ty Hill beat the crap out of his girlfriend and son gets off scotch free. His toddler son was even lying for him. Jarran reed did some shady sh#t (not charged) two years ago and gets a six game suspension. #Rigged

The officer assigned to the case reviews the play RD, that sounds like appeals for on-field suspensions, not for off-field like Reids.
I think Goodell does the appeal -- it's been a bone of contention over the life of the current Labor contract.

From what I can find in the CBA, the arbitration process is the same for violations of the personal conduct policy as it is for on field infractions. From the Personal Conduct Policy:

Appeals of any disciplinary decision will be processed pursuant to Article 46 of the CBA.

And from Article 46 of the CBA:

Section 6. Arbitration Panel: There will be a panel of four (4) arbitrators, whose appointment must be accepted in writing by the NFLPA and the Management Council....

Within fourteen (14) days of the receipt of the list, the NFLPA and the Management Council shall select one arbitrator from the list by alternately striking names until only one remains, with a coin flip determining the first strike....Section 8. Arbitrator’s Decision and Award: The arbitrator will issue a written decision within thirty (30) days of the submission of briefs... The decision of the arbitrator will constitute full, final and complete disposition of the grievance, and will be binding upon the player(s) and Club(s) involved and the parties to this Agreement,...

I'm afraid that my memory isn't any longer than my manhood. I honestly don't remember the details. I do know that they hired a private investigator to look into the matter, but that's the extent of my faulty memory. Not saying you're wrong, but is it possible that they've since amended that part of the policy? The year on the copy of the Personal Conduct Policy that I posted is 2016, and Brady's incident occurred in 2014-15.

Take a look at the copies of the Personal Conduct Policy and CBA that I posted and see if you can figure out who handles the appeals process. Everything I've read suggests that it's an independent arbitrator.

According to this story, he was suspended because his accuser cooperated with the NFL
while Hunt’s accuser did not.

On a Football note, I suspect we will filter through a lot of DL cuts this year and won’t
see an extension for Reed until next year. It’s bad timing for Reed, but it might be good
timing for our Cap. I hope Christmas gets the green light to attend TC soon as it’s a
good opportunity for him to get some reps he might not otherwise get.

Yes, that makes sense. In Hunt's case, the league said that they did not have enough evidence to warrant a suspension, which would mean no witnesses.

I guess the league is using as a precedent Ezekiel Elliott's 6 game suspension for DV where charges were never filed.

I've been doing some more research regarding the league's appeal process of discipline administered via the personal conduct policy. There were some changes made. Here's an excerpt from an article published in December of 2014:

NFL teams unanimously endorsed a revised and strengthened Personal Conduct Policy for all NFL employees that was presented today at a league meeting in Dallas.

» An appeals process pursuant to Article 46 (Commissioner Discipline) of the Collective Bargaining Agreement for players or to applicable club or league procedures for non-players. The commissioner may name a panel that consists of independent experts to participate in deciding an appeal.

Interesting that they used the word "may" instead of "will" with regard to the commissioner setting up an independent arbitrator.

I think they used may to give some room in different circumstances. It’s smart
to not lock yourself into a single option.

Smart on the owner's part because the commissioner serves at the pleasure of the owners. But it's not a good move on the union's part.

We're back to the same question: Was it Goodell that made the decision to uphold Reed's suspension or an arbitrator?

So back to my question: Does anyone know who heard Reed's appeal? It would appear that Goodell had an option to either hear the appeal himself or defer to an arbitrator or some other outside entity.

I didn't remember - I just thought that Brady didn't serve the full number of games that was levied by NFL (Goodell) originally. I won't make any comments about my memory being shorter than River's manhood though. :D (I just couldn't help myself with that one.)
