Rams owner buys 60 acres in LA

Is this the opening move in the years long process of relocating the Rams back to LA? Or is it simply a shot across the bow intended to force St. Louis to pony up and upgrade their venue?
I'd love to see the Rams move back to LA. I don't like seeing any city or fan base lose their team, but St. Louis always has been and always will be a baseball town and has never fully adapted the Rams. Their support has always been luke warm, even when they were the Greatest Show on Turf. It would be a ready made rivalry and give us another California team to hate.
